José F. Sosa is an American Republican politician from New Jersey. He served in the New Jersey General Assembly representing the 7th Legislative District from 1992 to 1994. Sosa was one of the early Hispanic legislators in the state, becoming New Jersey’s second Hispanic legislator after Bob Menendez.

Alexander Allevan background includes extensive experience in strategic legal advice and client representation in various areas, including contracts, commercial litigation, and labor law. He has experience representing a variety of municipal entity clients in general litigation matters in connection to Title 59 and has served as general counsel for a non-profit focused on reentry services for court involved individuals.

Zhanna Torres is a senior executive in strategy and institutional governance, with a strong academic background in economics and extensive leadership experience within the healthcare sector. She holds a Master of Science in Economics (M.S.), earned in 2012, a credential that has shaped her analytical rigor, technical precision, and ability to design sustainable, results driven strategic frameworks.

Ms. Torres currently serves as Chief Strategy Officer (CSO) and Member of the Board of Directors at Silver Lake Hospital, located in Newark, New Jersey. In this dual executive and fiduciary capacity, she leads the organization’s strategic planning initiatives, aligns clinical and financial objectives, and strengthens corporate governance structures to ensure regulatory compliance, operational efficiency, and long-term institutional sustainability.

Reverend Raul Ruiz serves as a Trustee for NJCTP, bringing decades of experience in grassroots organizing, legislative strategy, and faith-based advocacy. With deep ties to both community and government, Rev. Ruiz guides our coalition in navigating the political landscape to push forward meaningful, client-centered reform in New Jersey’s behavioral health system.

Mario Monticciolo is a respected leader in the behavioral health space. With a strong background in healthcare operations and finance, he’s known for driving client-centered care and expanding access to quality mental health and addiction treatment. His leadership has helped establish numerous centers as trusted names in behavioral health.

Bishop - Jevah Louis Richardson, attended and graduated from TET Christian Academy located in Jersey City, New Jersey. Upon entering High School, he began his religious systematic studies at the Jersey City Bible Institute. Currently, enrolled with the Mccreary Center, a subsidiary of Ashland Theological Seminary in Ashland Ohio. In pursuit of a Doctorate Degree in Theology.

Lisa Palmeri has a wealth of experience in education and leadership. Sue Miller brings over three decades of experience in recovery, education, and community advocacy. A Certified Facilitator and proud alumna of the Center for Discovery, Sue has dedicated her life to supporting individuals on their healing journeys. Through her work and personal story, Sue continues to inspire others with her compassion, resilience, and deep understanding of addiction and mental health recovery.
